The NHSC Announces a New Loan Repayment Pilot Program for Part-time Clinicians

Part-time clinicians can now receive up to $50,000 in loan repayment in exchange for a four-year service commitment. Applications are due by 5:00 p.m. EDT May 25, 2010

The NHSC LRP Half-Time Pilot Project recruits fully-trained health professionals to provide services to underserved populations located in selected Health Professional Shortage Area (HPSAs). HPSAs can be found in rural, frontier, and urban communities across the Nation. In return, the NHSC LRP Half-Time Pilot Project provides assistance to clinicians in their repayment of qualifying educational loans that are still owed.

Until now, only clinicians providing full-time clinical service have participated in the NHSC LRP. The NHSC LRP is now recruiting clinicians to serve half-time. The NHSC defines half-time as a minimum of 20 hours per week (not to exceed 39 hours per week), of which at least 16 hours are dedicated to providing direct patient care.

Primary care physicians, nurse practitioners, certified nurse-midwives, physician assistants, dentists, dental hygienists, and behavioral and mental health providers are eligible for up to $50,000 in loan repayments for an initial four-year half-time service commitment. Participants may be eligible to continue their loan repayment beyond the initial service commitment if they have unpaid qualifying educational loans and continue to serve at an eligible site.

National Health Service Corps (NHSC)/State Loan Repayment Program Information

The National Health Service Corps (NHSC)/State Loan Repayment Program (SLRP), administered by the Office of Statewide Health Planning and Development, has received a grant for $2 million from the American Recovery and Reinvestment Act to repay outstanding government and commercial loans for expenses incurred during undergraduate or graduate education.

Up to $85,000 in funding is available on a first-come, first-serve basis for qualified primary healthcare providers who commit to a three-year service obligation at a public or private non-profit facility that is located in a Health Professional Shortage Area. Each facility is required to pay a matching grant, meaning that $42,500 is paid by the State, and $42,500 is paid by the facility.

This special NHSC/SLRP cycle ends on September 29, 2010 or when funds are expended, whichever comes first. You must be fully licensed, working full-time (40 hours per week) in order to apply for this program, and interns are not eligible. Qualifying primary care professionals include:

  • Licensed Mental or Behavioral Health Professionals: Clinical or Counseling Psychologists, Clinical Social Workers, Professional Counselors, Marriage and Family Therapists, or Psychiatric Nurse Specialists
  • Allopathic or Osteopathic Physicians specializing in Family Medicine, General Pediatrics, General Internal Medicine, General Psychiatry, Gerontology, or Obstetrics and Gynecology
  • Primary Care Nurse Practitioners
  • Primary Care Physician Assistants
  • Certified Nurse Mid-Wives
  • Dentists
  • Dental Hygienists

Please note that you can only commit to one service obligation at a time and must complete any existing service obligations prior to accepting a new contract for this program. Today’s mental health system has failed to facilitate recovery of most people labeled with severe mental illnesses, leading to increasing expressions of dissatisfaction by people using services, their families, and administrators. Only a fundamental change of the very culture of the system will ensure that the changes made in policy, training, services, and research will lead to genuine recovery. In accordance with the President’s New Freedom Commission on Mental Health report, mental health consumers and survivors, representing diverse cultural backgrounds, should play a leading role in designing and implementing the transformation to a recovery-based mental health system.
